Can't figure out where this goes in the boot

Title says it all. The guys at the garage I bought the car from haven’t a clue either.

How does this:

The board fitted across the boot area over the spare wheel with the narrow width over the battery but it looks like the jack winder handle is incorrectly fitted on the board and shouldnt protrude beyond the edges, the locating clips could be wrongly positioned.

Mines identical to your picture. It does protrude slightly by these parts sit either side of the tyre where there is a gap to the wheel well.
