Lacquer peeling off

I have a 2003 splash green 5 and the lacquer is peeling off in one spot near the rear number plate,how do I treat this can I do it my self or do I have to use a body shop. I dont want to use a spray can.Does any one else have this problem what have you done.

Do you know anyone who has an Airbrush, you can really control the amount of lacquer that you put on with these.
