Mk 1 Cam cover nuts. Should they look like this?

I think I’ve an oil leak from the back of the cambelt cover but I can’t get a spanner on the nuts because they seem a bit mangled, or are they made like this?

The nuts are welded to the timing belt cover back plate “captive”. Undo the bolts.

Thanks. That makes sense and explains why they all look so uniform, which wouldn’t be the case if they were just burred over.
