I’ve seen others have paint blistering on the rear deck of the PRHT too. Perhaps it’s moisture under the base coat when it was painted, who knows?
I’m pretty sure popping along to a body shop will answer your questions.
Had paintwork done to mine earlier this year mainly on the front bumper blended to wings and bonnet.
It’s down the A38 though if any use to you, highly recommended…
