Rust on a mk2 - how worried should I be?

Hi all

Still searching for a UK Mk1/Mk2. Looking at a 1998 1.8 Mk2 tomorrow. Have some close ups from the car - see link:

As a ten year old car, I’m not expecting it to be perfect or rust free. If I budgetted £400 for having this stripped back and repaired, does that sound about right? And about £80-100 for the drivers seat bolster?
