Tow hook rust nut

I’m trying to install the license off-set mount holder on my recently purchased MX-5. I cant for the love of me remove the 3 bolts that is holding the tow loop. Tried all sorts of lubricants and penetrating oil. On both sides.
Got some Kroil coming tomorrow to test.

Any people have tips to access this area easier at home, I have jacks, stands and drive way ramps.

Trying to fit my new number plate!! Any advise would be appreciated.

They were diffcult enough to get off when the car was 4-5 years old. I suspect to get the leverage you want, the front bumper has to come off. However, all the side mount number plate holders I know bolt up to the tow “hook” (its actually a tie down), not replace it.
