Is it worth seeing if a local garage can weld an additional nut to the existing shattered locking nut? I have heard this done before, but it could cause damage to the wheel if not careful. However if you cannot get it off anyway, it may be an option. As long as the welding rod does not touch the wheel, it would only cause a bit of potential spatter, but it looks like there is a good bit of space around the nuts…
