My alloy wheels at some stage look like they have been sprayed silver and look really bad. Can they be refurbished back to original condition - if so is there a company in hants/dorset which could do this?

They certainly can.
There is many alloy wheel refurb specialists around that would be able to bring your wheels back to show room finish yet again.
I did my 1991 Roadster ones myself and they look fine. There is this company that I have heard of http://www.chipsawaydorset.co.uk/index.php Also I think Halfords do them from about £65 per wheel (thats why I did my own).
The short answer is yes they can. I suggest you do some homework and use a company that do the refurb with wheels removed from the car and tyres off the wheel. I’ve just had my wheels done and the results are here http://mx5oc.co.uk/forum/forums/t/487.aspx The Wheel Specialist have a franchise at Fareham but there may be others closer to you that will also do a good job. Have a look at the website and processes which should explain things a bit better.
Just keep in mind that firstly, you get what you pay for, and also that it is very easy to do a good cosmetic job that will not last.
Do a bit of homework and find a company that has a good reputation, rather than just trying to save money, because unless you plan to sell the car, in a couple of years you will be worse off.
I don’t mean to say that a cheap company won’t do a good job, but if it seems too good to be true…
Flat rates for refurbishment should be avoided if there is no repairing needed (kerb damage etc), since you are effectively paying to get it done when there is none, you are subsidising another person’s wheels.
Remember that if you are getting 4 wheels done, you can try to negotiate a good deal, especially with smaller companies.
