Cabin noise .. recommendations

My car is only ever driven in nice weather and with the roof down. In the 10 years I’ve owned it, I bet I’ve driven it half a dozen times with the roof up.
I’ve always considered it to be a noisy environment, but as I rarely drive with the roof up, I’ve never bothered doing anything.
Any how, today, I plugged the bottom of drain tubes with a chunk of an old car sponge, and I can’t believe the transformation.
Considering I’ve effectively sort of plugged it and put it at risk of flooding, has anyone any recommendations for a fix where it will still allow water to escape.
I guess ultimately a proper fix is the correct thing to do, and maybe I may go down that route.

Use fuel tank foam - it is designed to allow fluid through it and not soak it up.

Should have the same effect without soaking up water.

I’d be concerned about stopping any dirt that goes down the pipe from getting out and then blocking the pipe.

Following @RichardFX advice, I poured hot, soapy water down both drains in order to clear them of muck and debris.
What surprised me was a distinct reduction in road noise.
I presume this is because the hot soapy water cleared and cleaned the one-way, anti-noise, flap-valves and allowed them to seat properly.

you could replace the valves fairly easily, the rubber tends to go hard or get stuck open
