Engine/transmission set up

I apologise in advance if my question is as bit convoluted.
I recently bought my first mark 1 - a 1993 V-Spec. The previous owner told me the car had been badly converted from an auto to manual, but there was no paperwork with the car previously, so he had no information on what had been done and had to start from scratch. He spent a lot of time and money completing the conversion, including fitting a new ECU. However, I noticed as soon as I got the car home that the engine seems to rev quite high with very little pressure on the throttle - it goes to 3000 rpm with the tiniest pressure on the throttle. It also lurches forward at low speeds sometimes. I’m aware that mx5s are free-revving but I drove a 1993 S-Spec yesterday and it made me realise that my car must be set up incorrectly. The S-Spec was so smooth and quiet in comparison. I will be booking my car in for a full service and some work on a worn suspension component and will be asking them about proper set up, but I wonder if anyone could offer any useful advice or information on this. Thank you.

P.S. I should add that it seems to idle okay - the needle doesn’t bounce around.
