Lights not coming on in sequence

Ignition turned on, engine not running, the lights are off, turn light stalk to sidelights and they are on, turn light stalk to headlights and they are on. turn lights off. Start engine, headlights are on, (when they should be off), turn light stalk to side lights and they are off, turn light stalk to headlights and they are on. In other words when the engine is running the lights are working incorrectly, any ideas.

First stop is the scuttle gromets. Damp in the fuse box often produces strange happenings.
