take the bottom cover off and see if that allows you to diagnose the problem. Not sure if you can remove the top cover without taking the instrument panel out, it has been over a year since I have done that.
Which Nardi wheel and year of car do you have? Not clear from the Video. That doesn’t look like a factory boss fitted to Mk1 S-Special Nardis. A squirt of silicone spray on the boss-shroud gap, and if the noise changes, thats your problem. As I recall, from photos you have recently posted, you have had the gauges out of the car, so the shroud may not have been fitted correctly. Next remove the steering column cover, and check the bracket securing the column to the dash bar, these can work loose. There is also an upper/lower cover for the steering column UJ, as well as the UJ itself, to investigate.
Its a 93 s special, with the original Nardi wheel. I was thinking that the hub wasn’t the original one, I’m guessing its meant to be this hub:

It was squeaking from before I took the clocks out. The two bolts that hold the column are tight I snugged them up randomly one time I was under there. Ill try the silicone spray and see it that helps, its not a big deal or anything its just when I had the clocks out like you said saz it was completely bare around the column and it still squeaked. Im guessing it must be coming from behind that little piece of plastic just behind the hub, there are 4 bolt though around the boss base you can see them in the video, i thought it was only meant to be held on by the center nut.
It’s the little spring loaded connection between the steering wheel and the outer of the steering column it makes a continuous electrical connection between the brass ring on the back of the steering wheel and the the column so that the horn works when you press it. Its worn out and the spring has probably started wearing a groove in the steering wheel.

Your right Russ the noise is coming from the spring at the back. I held the spring back then turned the wheel and the noise wasn’t there. I sprayed the area and the spring with silicon which fixed it for a bit but minutes later the noise came back. I might need to just a slightly thicker lube or something.

You need a new spring, or the end for it. It should have something like a carbon “foot” on it, a bit like the material they use for brushes in electric motors I think, but I’ve never seen an intact one to know what I’m looking for. I’ve tried various bodges, but not found a long term solution. I can’t find a part number. I found the best solution was to turn the stereo up to distort and back a notch… Seriously though if you find a solution please post it as I bet loads of us have this problem!!

Does this parts diagram from a 92 UK car make it easier to identify the new part you want.
The horn ring contact is part of the wiper/lighting switch assembly.

I just put a very thin film of axle grease on the face that the spring contact touches and that seems to have worked quite well for now at least. Its just a quick fix just so that the stupid noise isn’t there whilst I move the car about the garage working on other things. It could work tho for quite a while, we’ll see I guess.
