But you contradict yourself when you say that the driving test should have levels, and allow more powerful cars depending on the level. If it’s the person, and the car makes no difference, then there’s no point in restricting what car someone on a low level can drive.
I totally agree that the person makes a MUCH bigger difference than the car. (But the car does make a difference - I’d be more likely to push harder in corners in a really sporty car than something mind-numbingly dull with now power at all. I’d be more likely to crash a 5 litre TVR in the wet than a 1 litre Polo). But also the insurance company hasn’t met or interviewed the driver, and the car being insured does, on average, affect the risk. Again, would you be equally happy to cover all the costs of a given driver, including replacing their own car, regardless of whether they were driving a Mclaren or a Yaris?
Just to add - that an inexperienced driver in a 1 litre polo ( or similar cheap runabout ) can do some serious damage to a 5 litre TVR ( or anything else expensive )
It is not just what you drive - but the chances you hit something expensive.

Absolutely - 100%. That’s why insurance isn’t really cheap for an almost worthless car.
