I am looking at purchasing an original Boot Rack but can someone tell me if this one is fitted the incorrect way should the raised bar be located not at the window side but on the boot lid edge side ?

I have seen them fitted both ways.
Logic says the bar to the front would stop the luggage hitting the rear window should you ever need to stop very quickly.
BUT - the same could be said if you are setting off quickly.

I have one i am selling, its the genuine mazda one with the high level brake light (you would need to buy the wiring kit for this to work though)

As the high level brake light on that rack is facing the rear on that photo, I’ll let you draw your own conclusions

I’ve seen both ways, however in my opinion the raised bar should go to the front, in order that under heavy braking, the occupants are “protected”………

The genuine Mazda rack can only be fitted one way - with the raised lip to the front and the brake light to the rear. Its actually shaped to fit the boot lid which is slightly tapered.
As previously mentioned the raised lip is intended to stop the occupants being decapitated by the contents of the rack in the event of a collision.
