I was wondering if the turret oil must be filled only where the gear ball goes into, or also around it?

but i saw on youtube a guy who filled the whole like this

Fill as in your top picture 
But oil needs to be also outside of the little cup?
The bottom picture shows it to me as overfilled, get your shifter in there and it will spill out.
