NC clutch master cylinder / bleeding

I am finishing up my massive project of putting in a new engine however I have stumbled upon a problem that I am unsure what the cause is.

With the new engine, I have put in a new clutch and re-done a new hard line clutch line from the master cylinder to the slave cylinder.

The issue I am having is the clutch pedal goes straight down and doesn’t come back up.
I can lift the peddle back up with my hand but the push rod flaps about in the hole
When pushing it slowly back down it feels like it’s slightly catching on the master cylinder hole where the rod is supposed to go, but then it goes in relatively easy and all the way down to the floor.

from this it seems like the master cylinder is not pushing the rod back out.

I have tried to bleed the clutch, I have a continuous trickle of brake fluid coming from the clutch bleed valve when using a pressure system or gravity (more so with pressure).

I have read that the master cylinder in these cars have a double seal system and that you need a 2 man approach of clutch and bleed - but as the master cylinder is refusing to release at this point the clutch pedal is doing nothing to the system.

I did read a comment on a youtube video where apparently his cylinder had gotten rusty and was stopping it from returning to normal.

At this point I wouldn’t normally have an issue replacing it but due to the engine and mods, there’s a lot of work involved now to get it off.

I have attempted to use some WD40 specialist penetrant on the hole where the pedal push rod goes into and still got nothing.

What is the most probable cause for this, what else is there to try?

The master cylinder has stuck in…. This is due to no resistance when you have had it all apart.
You will need a new master cylinder

I had the same problem last year.
Decided to change the fluid to the clutch side……(won’t bother with that again).
I took off the slave cylinder and Master cylinders again.
Completely drained the whole system and started again.
Thankfully, it sorted itself.
I did actually order a new one but was able to cancel it.
Perhaps I was lucky.

I think mine had it, I got a replacement for £25, thankfully it wasn’t to difficult to fit with the modifications I’ve done to the car, it still doesn’t feel how I expected but I’m getting some pressure, having other issues at the moment to fully test it though
