You are correct. The repair kit comes as standard but no jack.
Whether it came as an option new, I don’t know. 
I picked mine up exactly 3 years old from a Mazda dealer in Inverness. It really was a fantastic price at the time (2016) and to be honest it’s probably the ONLY car I have ever bought that hasn’t lost any money! Strange times indeed.
Personally, I wasn’t really bothered and just bought one off Amazon 
Maybe one of the previous owners added the jack. It fits snugly in the side boot compartment though.
My 1 owner 2013 bought in 2016 with 5000 miles and all original tyres had no jack.
