I don’t believe that any paint manufacturer makes paint that defies the laws of physics. In order to dry properly, any water-based paint needs a porous surface (not sealed) or a very long drying time, especially in winter.

I painted mine 2 years ago in January on top of old epoxy paint that was flaking but although it was dry in a couple of hours I left it two weeks before driving the car on it.
