I can see yours is an NC but if it’s anything like my NB that window frame could be a seperate part that will require removing to treat the rust properly.
That could involve door card off, window glass out and unbolting the piece to remove it. The rust is likely to extend below what is evident here…
Or, mask the surrounding area, a rub down with some sand paper or similar and flash it over with a rattle can of satin black for a quick cosmetic fix.

Alternatively, if it’s not too bad, you could do what I did and dribble some Dinitrol ML, or similar, into the offending area and lightly scrub with an old toothbrush. Then wipe clean. I just couldn’t face taking the door apart.

I noticed the same thing when I bought my 3.5.
I scrubbed the areas with a dry toothbrush, then painted on some rust converter with a make up brush, then once that dried I put on a small bead of black bathroom silicone and smoothed it over with a wet finger.
Just a note for ND1 drivers there is a recall for rust in this area, not sure if there is any limit to the period in which you can get it done.
